Follen Church has been breaking in a completely new set of Bylaws since July 1, 2007. The new governing structure provides for two bodies, one deliberative and the other action-oriented. The impetus for new Bylaws arose in response to the realization that the old Bylaws gave too little authority to the committees actually running the programs of the church. Under the new system, a Program Council coordinates the seven Action Teams, which are concerned with developing and implementing the actual services and programs offered by the Church. The Action Teams have complete authority to plan and implement their activities as long as they are within policy and budget. The second body, the Parish Board, writes, reviews and/or approves policy and procedural questions for the church, oversees the property and finances of the church, and conducts long-range planning. The Parish Minister sits on both of these bodies. A small coordinating team consisting of the Minister, the Chairperson of the Board, the President of the Council, and the Church Administrator coordinates the actions of the two bodies and helps set their agendas.
